The information contained below is designed to provide a summary of the minimum education, experience and examination requirements established by the Department of Business and Professional Regulation. For more detailed information, please contact the Home Inspectors Licensing Unit.

Governor Crist signed legislation on June 27, 2007 which will require licensing of Home Inspectors. The new law became effective on July 1, 2010. Home inspectors will be required to meet certain requirements for licensure. Information has recently been updated on the Florida DBPR website. The Florida Legislature passed House Bill 713 during the 2010 Legislative Session. House Bill 713, which became law on May 27, 2010, amends certain provisions of Chapter 468, Part XV, Florida Statutes, including grandfathering and certain initial licensing requirements.

ENFORCEMENT:
House Bill 713 delays unlicensed enforcement until July 1, 2011. The educational requirements and testing for this new profession were not available before July 1, 2010.  Therefore, this delay will allow all initial applicants the necessary time to complete educational, experience and testing to meet the grandfathering or licensure requirements.  In addition, this delay will enable affected parties to identify any unintended consequences of the new legislation and present solutions during the 2011 Legislative Session.

HOME INSPECTOR - INTIAL LICENSE
License Requirements - All applicants obtaining a Florida Home Inspector License must:
- Be a high school graduate or its equivalent.
- An applicant for licensure must submit to an electronic fingerprint background check and be of good moral character. To learn more about fingerprinting, please visit our fingerprint FAQS.
- Demonstrate proof of completing a course of study approved by the department of not less than 120 hours that covers the 8 components of a home.
- Pass the National Home Inspector Examination (NHIE). Individuals seeking licensure as a Home Inspector must first take and pass the National Home Inspector Examination. The examination will be administered by Pearson VUE in computer based testing format. To contact Pearson VUE please call 1-888-204-6230 or visit their website at ww.pearsonvue.com.
- Complete required application, obtain a $300,000 commercial general liability insurance policy, submit appropriate fee.
Grandfathering Requirements - All applicants obtaining a Florida Home Inspector License must:
* Applications for Grandfathering must be submitted prior to March 1, 2011.
- Be a high school graduate or its equivalent.
- An applicant for licensure must submit to an electronic fingerprint background check and be of good moral character. To learn more about fingerprinting, please visit our fingerprint FAQS.

The two methods of licensure by grandfathering are:

1. Applicant must be certified as a home inspector by a state or national association that requires successful completion of a proctored examination on home inspection services and completion of at least 14 hours of verifiable education on such services. Applicants must submit proof of course completion, and proof of a state/national association membership (must include name of organization through which the exam was offered, name of the exam taken, exam results, and date of exam)

2. At the time of application, the applicant must have at least 3 years of experience as a home inspector and completion of at least 14 hours of verifiable education on home inspection services. To establish the 3 years of experience, an applicant must submit at least 120 home inspection reports prepared by the applicant. Reports must be issued on all eight components to meet the definiton of a home inspection (Structure, Electrical Systems, HVAC Systems, Roof Covering, Plumbing Systems, Interior Components, Exterior Components, and Site Conditions that affect the structure). The department may investigate the validity of a home inspection report.

Only option #2 requires 120 inspection reports. 
If you are applying for licensure using option #2 and submitting the required 120 home inspection reports, the reports have to be submitted by hard copy on paper.  The department cannot accept an electronic version at this time.   In addition, if any confidentiality issues exist, the applicant can redact information on the reports they do not want to make public record. Licensure Endorsement Requirements - All applicants obtaining a Florida Home Inspector License must:
- To be eligible for licensure by endorsement out of state applicants must hold a valid certification/license in another state whose license requirements and licensure examination are substantially similar to Florida. Include certificate of licensure from your home state that shows: name, license number, date of licensure, that license was obtianed by passing proctored national, regional, stat or territorial exam, proof of completing 120 hrs of education related to home inspection and that your license is in good standing.
- Be a high school graduate or its equivalent.

- Complete required application, obtain a $300,000 commercial general liability insurance policy, submit appropriate fee.

LICENSE/CERTIFICATE RENEWAL
- The department may not renew a license until the licensee submits proof satisfactory to the department that during the 2 years prior to his or her application for renewal the licensee has completed at least 14 hours of continuing education. Criteria and course content shall be approved by the department by rule.
